Export Credit Agencies

Export credit agencies (ECAs) are publicly owned agencies that lend or provide insurance to corporations to do business abroad. Most of this business is done in secret and without any thought to negative impacts on human rights or the environment. Most development debacles involving large-scale projects were built with the help of export credit agencies.

This campaign promotes adherence of export credit agencies, particularly Canada's Export Development Canada (EDC), to internationally accepted standards regarding human rights, the environment and sustainable development.

We work:

  • in solidarity with local communities fighting ECA-backed projects;
  • to ensure there are policies governing the activities of EDC that require it to be transparent and to take into account impacts of its operations on human rights and the environment; and
  • to have all ECAs adopt high common standards at the OECD.

The Halifax Initiative

The Halifax Initiative is a Canadian coalition of development, environment, faith-based, human rights and labour groups.

Our goal is to fundamentally transform the international financial system and its institutions, namely the World Bank, the International Monetary Fund and export credit agencies.

By doing so, we hope to achieve poverty eradication, environmental sustainability and the full realization of human rights.
