The federal government has made no formal effort to act on the endorsement given to it by Canadians and is, in fact, actively downplaying the Tobin tax motion. Although Finance Minister Paul Martin assured Halifax Initiative representatives, at a meeting in Washington in April, that he had raised the Tobin tax informally with Finance Ministers, actions in Canada and abroad reveals a failure of commitment and a betrayal of the democratic process.

March 23, 1999: Your Letter One Year After

On March 23rd, 1999, the Canadian Parliament demonstrated world leadership when it passed motion M-239 urging Canada to "enact a tax on financial transactions in concert with the international community." This unprecedented action was viewed by many as an important first step in controlling destabilising speculation on financial markets, the wild and anarchic behaviour of which threatens all the economies of the world.

The global economy is careening out of control. Mexico, Thailand, South Korea, Indonesia, Russia, and Brazil have fallen and we are all asking "who's next?". Collapsing currencies leave total devastation in their wake. Skyrocketing prices, massive business closures and soaring unemployment create widespread social, economic and political havoc and result in human suffering and environmental degradation around the world.

February 10, 1999: Vote campaign reports

Lorne Nystrom's office has just informed us that the 3rd and final hour of debate on the Tobin tax motion (M-239) will be held at 5:30pm EST on Wednesday, March 17. The vote on the motion will likely immediately follow the debate. With a little luck (it is St Patrick's Day!) and all our hard work, we'll have a "Yes" vote to celebrate that night.

February 4, 1999: Vote campaign reports

The second hour of debate on the Tobin tax motion was held in the House of Comons on Feb 3. The Bloc Quebecois has proposed that the motion be amended by removing the words "enact a tax on financial transactions" and replacing them with the following: "promote the implementation of a tax aimed at discouraging speculation on fluctuations in the exchange rate." The language is weaker but not seriously so, and if it brings Bloc support (44seats), is worthwhile.

The Halifax Initiative

The Halifax Initiative is a Canadian coalition of development, environment, faith-based, human rights and labour groups.

Our goal is to fundamentally transform the international financial system and its institutions, namely the World Bank, the International Monetary Fund and export credit agencies.

By doing so, we hope to achieve poverty eradication, environmental sustainability and the full realization of human rights.
