The 21st Congress on the International Commission on Large Dams (ICOLD) was held in Montreal, Canada, June 16-20 2003. Over 1200 representatives from mining and hydro companies were present to develop a new Code of Ethics for the industry. However, Canada has yet to follow up on the progressive recommendations put forth by the World Commission on Dams (WCD), despite contributing over $100 000 towards its process.

Comments to Finance on its consultation under the Official Development Assistance (ODA) Accountability Act - December 22, 2008
This is the first occasion under which any Department has consulted with groups in relation to the Official Development Assistance Accountability Act. Accordingly, the Halifax Initiative and CCIC have chosen to provide both extensive feedback on the consultation process and to provide some broad principles for Finance Canada to consider in terms of how Canadian policy at the IFIs might be made consistent with the Act. This submission also complements two Briefing Notes that CCIC will submit independently and should be read taking these Briefing Notes into account.

Issue Brief: The Bank of the South - December 2008
One year ago, on December 9th, 2007, representatives from Argentina, Bolivia, Brazil, Ecuador, Paraguay, Uruguay, and Venezuela met in Buenos Aires, Argentina, to launch “el Banco del Sur” or the Bank of the South (BoS). With the creation of the Bank, the leaders of Latin America envisaged a new development institution to help promote growth and tackle poverty. One year later, where are we at? The World Bank is one of the most powerful financial institutions in the world. Created in 1944, the Bank has now become the world’s largest public “development” agency, influencing the policies of the majority of the world’s developing and emerging economies. In recent years, noting the significant impact that climate change is already having on developing countries and the gap in financing mechanisms available for addressing these impacts, the World Bank has increasingly staked a claim for itself as a key player on the issue – with widespread criticism from developing country governments and civil society around the world.

In November, civil society organizations (CSOs) and government leaders from around the world will convene in Doha, Qatar to review progress on the 2002 Monterrey Financing for Development (FfD) agenda, and plot a course for the years ahead. We, the undersigned Canadian CSOs are writing to urge the Canadian government to support a strong and specific outcome document for action and for change in Doha that puts effective development, poverty eradication, international human rights, gender equality, decent work, and environmental sustainability at the fore.
