Le ministère des Finances a amélioré son processus de consultation en matière de mise en application de la Loi sur la responsabilité en matière d’aide au développement officielle, mais il reste encore du chemin à faire comme l’expliquent Halifax Initiative et le Conseil canadien pour la coopération internationale (CCCI) dans la demande qu’ils ont déposée.

Return of the financial transactions tax

In spite of Canada's attempt to bury it at the Toronto G20 meeting, a tax on financial transactions is back on the global agenda and gaining momentum.

French President Nicolas Sarkozy has pledged to use his term as chair of the G20 to reform the global financial system and curb the speculation that contributed to the economic crisis. At the top of his agenda is an international financial transactions tax (FTT) to fund the fight against poverty and climate change.

Les principes directeurs de Ruggie soulèvent le débat
En 2008, le Conseil des droits de l’Homme de l’ONU a prolongé le mandat de John Ruggie, Représentant spécial chargé des droits de l’Homme et des entreprises. Le Conseil a demandé, entre autres, à M. Ruggie de formuler « des recommandations concrètes et pratiques visant à renforcer les obligations des États à protéger tous les droits de l’Homme contre les atteintes commises par les sociétés multinationales ou les impliquant. En novembre 2010, M. Ruggie a publié le projet de principes directeurs pour la mise en place opérationnelle du cadre « Protéger, respecter et réparer » (Voir Mise à Jour de juillet 2008). Le Représentant spécial doit soumettre ces principes directeurs au Conseil en juin, à la fin de son mandat à l’ONU.

Ruggie guidelines stir debate
In 2008, the UN Human Rights Council extended Special Representative John Ruggie’s mandate on business and human rights. Among other things, the Council asked Mr. Ruggie to identify “concrete and practical recommendations on ways to strengthen the fulfilment of the duty of the State to protect all human rights from abuses by or involving transnational corporations.”
